getlogin_r in gnulib problem was solved by the latest gnulib source (MinGW build of 3.3.50+)

There was a problem in linking liboctave which came from getlogin_r on MinGW 
environment.

John W. Eaton kindly posted this problem to the gnulib ML and the modification 
was carried out in the
latest source.

I have tried to build octave with the latest source of the gnulib.  The problem 
of getlogin_r
(getlogin) were solved.
