Maybe you need to update texinfo? In any case, these are not true
texinfo files, they're supposed to be first preprocessed using
munge-texi, which inserts the docstrings for functions, extracted from
Octave.
If you're unable to do a complete build, an up-to-date copy of the
manual is here:
