This feature is useful at least for me. I typically install the same
small set of packages when I compile and install a new Octave version.
This allows me to auto-download the packages from the web instead of
keeping tarballs around.

You still have a chance to implement whatever you want. Feel free to
replace all my code by something more powerful, make a patch and
propose it.
