I'm not sure why that line is worded that way. It might have just been
for efficiency since the GPL only case is contained within the case of
both (c) Equalis and a GPL.

I think most times a submitted file would stay GPL, or whatever the
original license was. I could see it having both if an Equalis
employee developed and posted a script. I'm sure there are other
examples, but regardless the original license is stated to take
precedent.

In regards to outright theft that would be completely
counterproductive, and as you said before, incompatible with their
mission. Equalis is trying to be involved in and support open source
software. Stealing code would end any chances of working with the
community.

Again, if you think some portion of the terms could be improved an
effort could be made to make them more clear.
