I cannot do it since I have no subversion account for octave-forge, I think it
is a good idea to send the functions to the mailing list for octave-forge and
propose them to be added to an appropriate package (I think IO is good, there
may be other oppinions where it should go to), I personally would like to see
them available there.
I think you will need to add copyright notice to your files (GPL).
