The redirect seems to be working, but hg.savannah.gnu.org is not
responding. There is no mention of a problem on
http://identi.ca/group/fsfstatus yet, so I assume this is a relatively
recent problem? In any case, I don't manage savannah.gnu.org and can
only access it via the web interface, so there's not much I can do to
restore the service other than wait for the savannah hackers to fix
it.
