I suggest distributing the inkscape .svg only through the web page as 
you mention and at the same time provide proper win, mac, linux icons 
together with brief instructions so that whoever builds the binaries can 
download and use them. If GPL allows i think there is no reason to have 
it in any other place. I could also try to make a simple page. What do 
you think?
