That's the correct thing to do if you are building from Octave's
Mercurial archive, but it doesn't work with the tar file snapshots or
releases because the gnulib machinery is missing from those.  All you
get is the bits of gnulib that Octave actually uses.  So the tar files
contain the libgnu directory that is generated from the gnulib
sources, but not the gnulib sources themselves.
