I have never attempted to do so, and last time I touched Windows was
approximately a decade ago, but the people who have tried have
reported that building Octave on Windows is no small task. The people
who had been working on it have been very quiet. So as to when the
next mingw build will come out... Probably not soon unless you help.

Can you help with money? Ask your employer. Explain how paying for
Octave makes a lot more sense than paying for Matlab because Octave's
price is bound to be lower, and you can actually get paid support for
Octave (Matlab's license explicity disavows any liability or support).
If Octave is important for your work, your employer should be able to
see the value in paying for it.
