as you are used to unix, 3.4.0 is available on cygwin
(Unix like ambient for Windows).

As all the other cygwin programs you can install it with the
setup program available on:
http://www.cygwin.com/

Another alternative might be to use colinux:
http://www.colinux.org/

I didn't play with it for a long time, but it should be a lot faster than cygwin, and you can run a "normal" distro on it (e.g. debian which has quite good packages for octave). You still have to install the xserver though.
