It is worth to add the tutorial on the

GNU Octave / gui / README

About requirement, libqscintilla2-devel is a potential problem, as it is 
not yet on cygwin but only cygwin-ports.

If Yaakov will succeded to move it on cygwin as planned, following the
deployment of gcc-4.5 I will give it a try.
