I don't think the Octave project has any obligation to distribute
binaries for any system.

If we are going to distribute binaries, then we need some way that the
effort involved can be shared.  Otherwise, as we have seen in the
past, we end up putting to much work on one or two individuals who
then burn out or otherwise lose interest and we are left with no way
to build binaries for future versions.
