I forgot to mention this. It's been a crazy month for me, forgive me.

During the 2011 GSoC mentor summit, I briefly worked with Sylvester to
merge the Scilab and Octave versions of ARPACK. The result is here:

    http://forge.scilab.org/index.php/p/arpack-ng/

We need to make more noise about this, but ARPACK is now officially
forked! Collaboratively maintained too.

Octave people: can we unbundle ARPACK now? Perhaps even in time for
the 3.6 release?
