Wiki and OctConf 2012

I did some more editing on the wiki. I added an announcement of the OctConf 
2012 to the main page.

I have some faint recollection of emails discussing venues and hotels. Has the 
venue been finalized yet ?

If not, I recommend finalizing the venue, and identifying nearby hotels for the 
frugal as well as those who are more concerned about comfort.
