I tested

And  this is the way it is working now.

(  + means positive data   -  means negative data)

semilogx(+,+) no pan horizontal but pans vert. zooms all ways

semilogx(-,+) no pan and no zoom

semilogx(+,-) no pan horizontal but pans vert. zooms all ways

semilogx(-,-) no pan and no zoom

semilogy(-,-) no pan and no zoom

semilogy(+,-) no pan and no zoom

semilogy(-,+) pan horizontal but no pan vertical. zooms all ways

semilogy(+,+) pan horizontal but no pan vertical. zooms all ways

There is no panning in the log axes direction even when the data is all positive.

loglog() zooms when the data is all positive  but no panning.

loglog() no zoom if any negative data

All tests pass here on Ubuntu
