The "News" h1 on 

  http://www.gnu.org/software/octave/index.html

looks fscked to me, shouldn't the padding and margin be 8 and
2 px rather than em?  In fact I'd personally go with

h1 {
background-color: #0790c0;
color: #ffffff;
font-size: xx-large;
padding: 10px;
margin: 0px;
}
