But, as was pointed out, the Matlab Signal Processing Toolbox
is a separately priced item.  Many people can afford some Matlab
licenses, but fewer if any Toolbox licenses.  Even at the
University, Matlab Signal processing Toolboxes are scarce.

Another reason to use Octave.
