I was thinking today that we might not be doing a great job of GPL
compliance if the people building Octave on Windows are writing
auxiliary code to do so and aren't publishing it. Is this the current
situation?

They're not publicly available yet, mainly because of lack of time and interest. I've provided full access to anyone who made the request (3 persons, including Max today). Now I've put the files on my public dropbox space.
