Please don't "fix" this problem by including unistd.h twice in some
Octave source file.  Try to find out why including it once doesn't
work and report the problem to the gnulib maintainers so it can be
fixed properly.

AFAIU from this thread, you and Benjamin disagreed to some extent on the solution. I couldn't find any follow-up on the gnulib side, so apparently it simply hasn't been picked up by the gnulib team.
