Two things:

1. I did not ask for requirements. I asked for a design document.
2. The resources are there.  They are being devoted to coding and
    fixing bugs.  This is a choice.

There is experience that coding first and then trying to figure out
what the design should have been is not often the the most effective
choice.  Or, at least, that is my experience.
