Try looking from /System
On my MacBookPro there are a number of jni.h
files in places like:
./Library/Frameworks/JavaVM.framework/Home/include/jni.h

Some of these are probably symlinks, but here is one that
looks promising:
./Library/Frameworks/JavaVM.framework/Versions/CurrentJDK/Home/include/jni.h
This include directory could be useful for other headers too.
