AFAIK the libblas.dll issue holds mainly for the MinGW versions. There's
also the "clear all" segfault and possibly some more I cannot recall at this
very moment.

I think having the reference libblas.dll installed rather than one of the
optimized (& CPU type dependent) ones would help; OTOH Octave can get
significantly slower then.

The best thing would be to have an installer for the MinGW versions rather
than expecting users to expand a ZIP (or .7z). In case of an installer the
user can easier be made aware of the libblas options and be offered either a
default (reference) libblas or a suggestion -based on CPU detection- for an
optimized one.

I simply lack time to sort this out myself. 
For 3.2.4 there is an NSIS installer which might be used as template. (You
sent me the link quite a while ago.)
