The complex functions reserved in c99.

Only after I sent that did I notice a lack of cerf() in boost.
I know I was investigating cerf() at the time, and I recall reading
an extensive comment explaining how they derrived an accurate set of
algorithms for defferent chunks of the functions' domains.

But I cannot find that now.

And I see that the current linux man pages only have cerf(), cexp2(),
clog10() and clog2() listed as reserved and unimplemented.
