How did you run configure?  With a normal build, you should not need to 
build the documentation from a tarball release.

But no rule to make the .DOCSTRINGS target is odd in any case.  I'll see 
if I can understand how that can happen.  Knowing the arguments you gave 
to configure will help in any case.
