autoconf already checks for gpib libs. If not installed, gpib functions will 
not build. As fas as I understand that's the problem with octave forge release 
script. If the gpib part can't be build, the script can't parse the help text 
to build the documentation.

One solution is to build dummy functions if libs are not installed, so the help 
text can be parsed.
