You should leave a feedback to this bug about it.
What fixed this problem for me was removal of ~/.texlive* directories.
Some other people reported that they fixed it by installing some missing
dependencies (that, allegedly, was fixed in the updates).
Make sure you have
texlive-latex-fonts
texlive-epsf
rpms installed.

I also seems to remember that you have mixed some latex packages
from rpm and directly from texlive repos; that might be a problem as well.

OK, I've had more success.  I blew away the Texlive installation and reinstalled on Fedora 18.  It gets much farther, but now I'm getting the error
address@hidden interpreter]$ dvips  -o octave.ps octave.dvi
This is dvips(k) 5.992 Copyright 2012 Radical Eye Software (www.radicaleye.com)
' TeX output 2013.04.14:2241' -> octave.ps
dvips: ! Couldn't find header file: groff.enc

There was a very similar bug report: https://bugzilla.redhat.com/show_bug.cgi?id=951709, but it was closed as not a bug.
