The way this package works is explained at
http://octave.sourceforge.net/translation.html Basically have the help
function overwritten to return a translated help text (from the
package), rather than the original function help text. The problem
becomes when these become out of sync. It has been discussed before
that this should be done in some other way. By the way, the es package
does the same for spanish.

There will be no removal of packages from Octave Forge until there's a
place for them. Exception made for packages that may cause legal
issues. We are all aware that we have too many packages in OF, and
they need to go somewhere. The problem to solve is not identifying
them, is what to do with them.

Patches to the website are welcome. I believe the php scripts that
