Octave has already provided a template [1] in their wiki for students to follow. Is it okay to  leave out the sections 'Prerequisites', 'Feeling fine', etc in the main proposal to be submitted to Melange? Can I take the good points from both the templates (Octave as well as GNU) and write my application in a custom format?

I think you should follow the GNU template when preparing the
application. http://www.gnu.org/software/soc-projects/guidelines.html
