We found the following to work: delete the gnulib-hg directory, add
the following to .hg/hgrc

[subpaths]
.*gnulib-hg = http://www.octave.org/hg/octave/gnulib-hg

and then do hg update

Why that works I've no idea.
Ok, this works. PortAudio and libsndfile where detected by configure, so far so good. The clone is currently compiling.
