Ben,

If I do

 run_octave --no-gui 

I see the same as you, but that is actually running 
octave-gui with the gui disabled.

If I install and then do

 octave-cli

fltk window decorations work correctly.
so this seems to be connected the usual problem 
of gui + fltk that has been there for a long time already.

BTW, how do I run octave-cli without installing?
