Shouldn't this be "3.8.0" ?  And does it make a difference?  I thought that
this version field was used later by octave.mk when downloading the correct
file via FTP, but maybe it gets that version from somewhere else.

I made the change in my copy last week but forgot to push the changes. I've done that now.
