Which octave version for Fedora EPEL7?

Octave maintainers and Fedora packagers -

 I've just requested an EPEL7 branch for octave.  The question next to
be answered is what version of octave to build for this - 3.8.X or to
wait for 4.0.  Since we do not break API/ABI in EPEL this choice will be
around for a long time (e.g. we are on 3.0 in EPEL5 and 3.4 in EPEL6).

So I guess what would be helpful from the octave developers would be:

- Any ETA for 4.0?
- Is 4.0 likely to be API/ABI compatible with 3.8?
