you are right.
octave is wrongly looking for mkoctfile-3.8.0.exe

cp /usr/bin/mkoctfile-3.8.0 /usr/bin/mkoctfile-3.8.0.exe

octave:2> pkg install general-1.3.2.tar.gz
pkg: unable to find the octave-config command, Octave installation is incomplete 

and now is complaining on next command...
