Honestly, it does not happen often that universal physical 
constants change their values. 

It happens once every couple of decades that a new, more 
accurate, measurement method is invented and the "official"
value of the physical constant is changed, but that is a rare
event.

I'd be satisfied with making the file "physical_constants.m"
static with a comment stating when the values were retrieved,
rather than generated via a script, and to update it manually
if and when someone reports a significant change in the database.
