Just FTR, as to "permission" - I do not perceive the role of IO pkg
maintainer as a sort of gatekeeper.
Obviously the functions in question -csv2cell &cell2csv + the xml stuff- do
fit better in the IO pkg than in miscellaneous. Before the move I wasn't
even aware of them.
