I wonder if that will work, at least exactly -- Here is what happens if I
try to run a cleaned up mkoctfile from the command line

sedumi-pretransfo/ (j=0,r=1)$
'C:\Software\Octave-3.7.2+\bin\mkoctfile-3.7.2+' -DPC -D --mex bwblkslv.c
sdmauxFill.c sdmauxRdot.c -lblas
'cc-msvc' is not recognized as an internal or external command,
operable program or batch file.

I do have cc-msvc in my Octave installation, so maybe the patch is enough. 
I will try to make it work.

Is there an official 3.8 Windows binary anywhere?  Don't we have a project
manager to watch stuff like this? ;)
