GSOC Proposal : Solvers for boundary value problems : pdepe, bvp4c/bvp5c

Please find  my proposal for implementing solvers for :

1. Parabolic-Elliptic Partial Differential Equations

2. Nonlinear Partial Differential Equations. 

I have put in a timeline, accounting for a 2 buffer weeks, and a wishlist. I have tried to keep it doable to the best of my knowledge. If you find any aspect unpractical, I'd love your feedback, and I shall change the timeline accordingly.

I know there is less than a day for the deadline, but if any of you have the time to look through it and have any comments/suggestions, I would really appreciate it.
