Okay. This looks like a sort of bug in hg:
http://bz.selenic.com/show_bug.cgi?id=4213
I've worked around it by adding a web.baseurl config.
By the way, the canonical location for the Octave repo is in Savannah:
http://hg.savannah.gnu.org/hgweb/octave/atom-log
The hg.octave.repo is a clone of the Savannah repo that can be behind
the Savannah repo by several hours.
