I use octave programs as CGI scripts (http://modb.oce.ulg.ac.be/mediawiki/index.php/CGI_programming_with_Octave or http://octave.sourceforge.net/cgi/, when this sites comes back).
CGI scripts are simple to program, but they need to create a new interpreter for each request. A more efficient option would be to implement FastCGI (e.g. https://en.wikipedia.org/wiki/FastCGI).

I don't know how you want to integrate octave in your web stack, but you might consider FastCGI (or simply my CGI functions).
