optics 0.1.0 permissions

Martin,

In the process of updating all octave packages (at least those that can be built) for MacPorts, I have stumbled onto an issue with the optics package:

When extracted it optics the following permissions

drw-r------

whereas other packages have

drwxr-xr-x

This is causing the package manager to fail in one of its pre-build routines.
