Hello Dag,
In Octave you are free to develop on each aspect of the application you
like. Just stick to our contribution guidelines [1]. If you know already
git, then hg (Mercurial) shouldn't be a problem for you. The next step
towards contributing is building the Octave sources [2]. If you face any
problems, use this mailing list.
