[generate_html] The INDEX file and listing non-existent functions

The manual says [1] the INDEX file of a package may refer to expected, 
but non-existent functions with the "fn = use <f>isempty</f> instead" 
syntax.

However, these lines are ignored when I use the generate_package_html 
function. Is this feature not implemented yet?
