This behavior depends on the setting
"Disable global shortcuts when terminal has focus"
in the shortcuts pane. When active, shortcuts are disabled in order to
have them available for readline. When this setting is disabled, the
shortcuts should work as expected.

Except for Ctrl+S which seems to be hardwired into the Linux terminal to mean stop input, and which can then only be unfrozen with Ctrl+Q.  For my own selfish reasons (I use Ctrl+S in readline) I would like to get that fixed.  It has been reported already here https://savannah.gnu.org/bugs/?42681.
