OK, I think I found a way to make it work properly with scons.  I'll
check in a change soon.

I checked in my changes and have built a Windows version of 3.9.1+. Printing a figure as a pdf file with 'visible' set to 'off' resulted in the following warning:

Mesa warning: couldn't open dxtn.dll, software DXTn compression/decompression unavailable warning: gl2ps-renderer::draw: empty feedback buffer and/or nothing else to print
warning: called from
    __opengl_print__ at line 171 column 7
    print at line 431 column 14

and the resulting pdf file appears to be a blank page.
