more Octave projects for GSoC

I went through our page of GSoC project ideas [1] and removed all the ones
without an associated mentor.  We submitted our Octave application last
Friday which has a link for it, and having a bunch of projects with a big
red warning saying they would not have a mentor does not look good.  So
now they are gone (but saved on the general Projects page [2])

We don't want to list projects that won't really have a mentor later but
would be very nice to have more projects though.  If you would welcome
having someone else working together with your Octave project, please go
ahead and add it to the wiki page [1]
