Octave 4.0 call for translations

The first release candidate has exposed many bugs, but has not changed any
of the strings used in the GUI.  At this point we are declaring a string
freeze and would like to get updated translations for the next release
candidate.

The language files are in the directory libgui/languages/*.ts.  These are
included in the 4.0.0-rc1 tarball which is available at
ftp://alpha.gnu.org/gnu/octave/.  Please claim a language on the
Octave-Maintainer's list so that no one duplicates each other's work.
