I have no good idea. There are approximately 200 "unfinished" strings. 
What comes into my mind:

* Split by "Context" => Not useful, "shortcut_manager" is about 117 strings

* Split by translation item number => How?

* Split by line number =>

  search for "unfinished", divide the list by 3

  work package 1: beginning to de_DE.ts(2420)
  work package 2: de_DE.ts(2425) to de_DE.ts(2897)
  work package 3: de_DE.ts(2902) to end

* Split randomly => Everybody translates about 10 strings at a time. 
Then checkin and update in short intervals. There might be not too many 
collisions (OK, we already have some, e.g. for "Zoom In").
