GNU has its own guidelines for proposals on Melange.

While Octave has its own (public wiki template which goes in the user
account page. And private wiki template that goes in the melange
application)

Which one should I follow?

I am a bit confused as to whether GNU will review the application or Octave?
Do senior members from Octave sign up as mentors under GNU and then review
the application?
Or is the decision made by GNU only.

Most of the one on Melange either repeats parts of the wiki or is personal.
