Since you have commit access, you can make it yourself. Just edit
index.in and news.in in the CSV repo here, run `make`, and do `csv
commit -m "Announce OctConf 2015"`:
https://savannah.gnu.org/cvs/?group=octave
It's a bit primitive. We are in effect using m4 as our static webpage
generator. That's what the `make` command is for, to rerun the m4
templates. A more civilised alternative might be something like
Jekyll, which may happen for the redesigned webpage.
