I can get ja_JP.qm using lrelease on qt5 and can test it by putting a .qm file 
to 
c:\Octave\Octave-4.0.0-rc2\share\octave\4.0.0-rc2\locale.

In the process I have found some flaws. I will uploaded modified ja_JP.ts on 
the 
tracker.
